TEMPO.CO, Jakarta - Pemerintahan presiden Joko Widodo atau Jokowi meluncurkan paket kebijakan ekonomi ke-16. Dalam salah satu paket kebijakan ini, pemerintah memberikan relaksasi berupa pelepasan daftar negatif investasi (DNI).
Staf Khusus Menteri Koordinator Bidang Perekonomian Edy Putra Irawady mengatakan dalam daftar relaksasi tersebut pemerintah melepas sebanyak 54 bidang usaha ke asing. Artinya, modal asing bisa masuk lewat kepemilikan modalnya sebanyak 100 persen.
"Tentunya dengan pelepasan DNI diharapkan bisa meningkatkan nilai investasi," kata Edy saat mengelar konferensi pers di Kantor Kementerian Koordinator Bidang Perekonomian, Jakarta Pusat, Jumat, 16 November 2018.
DNI merupakan daftar yang disusun oleh pemerintah untuk melindungi pengusaha domestik supaya tak bersaing dengan pengusaha asing. Bila sebuah bidang masuk dalam DNI, artinya pemerintah bisa membatasi kepemilikan modal asing dalam bidang tersebut.
Edy mengatakan, kebijakan ini dilalukan karena investasi di sektor yang direlaksasi 100 persen dinilai tak banyak dilirik investor asing. Padahal, sebelumnya pemerintah juga telah melakukan relaksasi DNI lewat Peraturan Presiden (Perpres) No 44 Tahun 2016 tentang Daftar Bidang Usaha yang Tertutup dan Daftar Bidang Usaha yang Terbuka dengan Persyaratan di Bidang Penanaman Modal.
Dengan adanya relakasi ini, total bidang usaha yang telah direlaksasi mencapai 303. Sedangkan dengan adanya kebijakan paket baru ini total telah ada sebanyak 87 bidang usaha yang telah dilepas ke asing.
